PURPOSE: A method for collectively managing a software license on a system having no unique information using random number information is provided to prevent illegal duplication of software by generating a random number replaceable with the unique information of the system and issuing the license with the random number. CONSTITUTION: If a license issuance request is received from a user, a license issuance server searches the unique information of a communication system of the user. In case of no unique information, the server generates the random number used as the unique information of the communication system, stores it to a non-volatile memory of the communication system, and transfers it to the user. The server generates/transmits the license to the user by receiving the random number and desired service information from the communication system. The communication system confirms validity of the license by decoding the inputted license. In the case of the valid license, the communication system performs a service based on the service extracted from the license and a user number.
