PURPOSE: A guarantee type charging service system and method in a mobile communication system are provided to reduce a burden of terminal users by minimizing (or free from charge) a cost for changing or repairing a terminal. CONSTITUTION: A charging server receives charge data of a subscriber from an exchange(S101), it calculates a mobile communication use charge according to a corresponding rate(S102). The charging server determines whether the subscriber is a guaranteed charge rate user(S103). If the subscriber is the guaranteed charge rate user, the charging server determines whether his/her additional charge payment term has expired(S104). If the additional charge payment term has not expired, the charging server calculates a billing amount by adding a corresponding additional amount to the calculated use charge(S105) and issues a corresponding bill(S106).
