PURPOSE: A buffer panel attached on a wall is provided to protect the buffer panel from moisture or rainwater by forming a drain vent layer and to prevent the buffer panel from corroding by excellent flexibility and return power of a surficial rubber sheet. CONSTITUTION: A buffer panel(20) attached on a wall is composed of a drain vent layer(24) having a plurality of projections for disposing the rainwater flowing along the cement wall surface; multiple-cushion layers(22,23) installed on the opposite side of the projection of the drain vent layer and made from different materials for complementing damping and repelling properties; a shoulder buffer material(25) installed on the upper part of the drain vent layer and the multiple-cushion layer; and a surficial rubber sheet layer(21) for covering the drain vent layer, the multiple-cushion layer, and the shoulder buffer material.
