PROBLEM TO BE SOLVED: To provide a sound analyzing device and a program therefor that set time resolution according to a frequency band by removing the limitation in which any channel has constant time resolution. SOLUTION: The sound analyzing device comprises: a speech signal extraction part 110 which extracts a speech signal to be analyzed from a speech signal by using a window; Fourier transformation parts 120-1 to 120-N which process the extracted speech signal by Fourier transformation; filters 130-1 to 130-N for carrying out mel filter bank analyses of the Fourier-transformed signals; a processed signal integration part 140 which integrates and outputs processed signals; and a control part 150 which controls respective constituent parts.
