The device (10) is assembled of a shaft (12) accommodating a rod (22) acting on two cutting or clipping elements (14, 16) and one stationary (36) and one movable handle (40) secured to the shaft (12) with a connecting unit. The inner part of the unit comprises two shells to be attached to the tool after the rear end (30, 48) of the shaft (12) has been inserted into a bore located at the stationary handle (34). A securing element (64) with a narrow bore segment accommodating the rear end of the shaft (30, 48) is pushed with a wider bore segment over the shells. Complementary projections and recesses are engaged in the process.
