PROBLEM TO BE SOLVED: To provide a communication method which can decode encryption data appropriately on condition that a side who receives the encryption data has predetermined authority while maintaining anonymity to a provisioning side of the encryption data. SOLUTION: A management device 6 decides whether a request REQ2 is valid, based on settlement of accounts certificate CER contained in the request REQ2 from terminal equipment 3_1. The management device 6 provides key encryption key data KEK to the terminal equipment 3_1 on qualification that the request REQ2 is decided as valid. The terminal equipment 3_1 accesses a server instrument 4, acquires encryption data EN (DATA) and key data EN (DEK), decodes the key data EN (DEK) based on the key encryption key data KEK, and acquires the key data DEK.
