PROBLEM TO BE SOLVED: To provide a cleaning apparatus which is free from cleaning failure and can prevent vibration of a cleaning blade or buckling of the blade and damages such as chipping or wear of the cleaning edge, and to provide an image forming apparatus and a process cartridge using the cleaning apparatus. SOLUTION: The cleaning apparatus includes a cleaning blade 29, a housing 27 which reserves waste toner scraped and dropped, a lower seal 30 which receives the waste toner, and a damming sheet 31 which dams the waste toner at the top end of the cleaning blade 29. The sheet 31 is composed of an upper end 31a having an overlapping portion on the top end of the cleaning blade 29 and a lower end portion 31b fixed to the housing 27 and having lower flexibility than the upper end portion 31a.
