PROBLEM TO BE SOLVED: To provide a heat exchanger small in size, having a high heat radiating efficiency, and manufacturable easily and to provide a method of manufacturing the heat exchanger. SOLUTION: This heat exchanger 1 comprises a plurality of heat radiation fins 3, a base 2 having the plurality of heat radiation fins 3 and a cooling fluid flow passage 4, and a cover body 5 covering the base 2 so that the cooling fluid flow passage 4 can be formed in the base 2. The plurality of heat radiation fins 3 are formed of a metal such as a copper with high heat conductivity, a copper alloy, and an aluminum. When the plurality of heat radiation fins 3 are fixed by sintering, the tips of the base end parts 3a of the plurality of heat radiation fins 3 are projected into the cooling fluid flow passage 4 so as to be brought into contact with the cooling fluid. Since the base end parts 3a of the heat radiation fins are brought into direct contact with the cooling fluid and heat receipt and heat radiation are performed by the same heat radiation fins, a contact heat resistance inhibiting heat transfer is eliminated, and the heat radiation efficiency is increased.
