PROBLEM TO BE SOLVED: To provide a polysaccharide complex that can be easily processed and has excellent biodegradability, safety and biocompatibility and provide a polysaccharide complex that can retain the physical strength even when it is moistened, particularly in water or a phosphate-buffered physiological salt solution without dissolution or disintegration for several days. SOLUTION: This polysaccharide complex comprises an anionic polysaccharide and a cationic polysaccharide wherein they form a polyion complex structure. As the anionic polysaccharide, is cited an oxidized polysaccharide prepared at least by oxidizing chitin or chitosan, to introduce a carboxy group or its salt on the 6 position of an N-acetyl-D-glucosamine being the constituent monosaccharide and at least chitosan is cited as a cationic polysaccharide.
