PROBLEM TO BE SOLVED: To back up the image data at a camera side when a network channel falls in a temporarily unavailable state in an FTP (File Transfer Protocol) client/server system. SOLUTION: The network camera 1 consists of: a camera block 10 for image pickup: a signal processing section 20 where image pickup output by the camera block 10 is supplied; a communication interface section 30 for communication by connection to an external network; a backup memory section 40 temporarily storing the data transmitted via the communication interface section 30; and a system control section 50 for controlling them. The system control section 50 conducts control comprising: monitoring the state of a network; temporarily storing compression picture data to be sent to a server on the backup memory section 40 when a fault is caused in the network; and sending the compression picture data stored on the backup memory section 40 after the network returns to a normal mode to the server.
