PROBLEM TO BE SOLVED: To suppress the increase in weight accompanied by the solidification of a particulate material and to easily fill a skeletal member while increasing the absorbing quantity of energy of a skeletal structure member. SOLUTION: This manufacturing method of the skeletal structure member comprises a process for charging a particulate material 25, which includes a liquid or solid core substance and has an inorganic material layer formed on its surface, in the skeletal member 11 in an unexpanded state and a process for expanding the particulate material 25 by heating and partially melting the surface thereof.
