PROBLEM TO BE SOLVED: To suppress an interference to other channels due to feedback information, and to mitigate capacity decrease in an uplink line. SOLUTION: A PL (PiLot) signal receiving unit 260 extracts a pilot signal at a PL signal extracting unit 261, and measures reception quality such as SIR (Signal to Interference Ratio) at a reception quality measuring unit 262. Since the pilot sign is contained in each sub-carrier, the reception quality measuring unit 262 measures reception quality for each sub-carrier. A FBSC determining unit 270 determines a sub-carrier for feedback information based on reception quality for each sub-carrier. In the concrete, the FBSC determining unit 270 determines a sub-carrier with the highest reception quality as the sub-carrier for feedback information. Then, the FBSC determining unit 270 outputs information on the sub-carrier for feedback information (FBSC information) to a control CH transmitting unit 110 and an FB information receiving unit 250.
