PROBLEM TO BE SOLVED: To efficiently conduct call transfer processing when a call from a transmission source end point apparatus is transferred to a transfer destination end point apparatus. SOLUTION: A management section 170 stores address information denoting alias addresses and IP addresses of end point apparatuses 111 to 114, state information denoting communication states of the end point apparatuses 111 to 114 and transfer destination information with respect to the transfer destination end point apparatus of a call received by the end point apparatuses 111 to 114 for each end point apparatus. A call transfer processing section 160 determines a transmission destination of a message SETUP on the basis of the alias address of the destination end point apparatus of the call indicated by a message ARQ received when the end point apparatuses 111 to 114 make the call and information stored in the management detection signal 170.
