<P>PROBLEM TO BE SOLVED: To provide a program testing device and method and its system for confirming the operation of the data restoring program of a recording medium. <P>SOLUTION: This program testing device, which is connected to a recording medium for storing a data restoring program to be executed when the data in a recording medium are broken down due to power source disconnection during data writing and a reader/writer for executing a data reading from the recording medium and data writing in the recoding medium, is provided with; a response time measuring means for measuring a response time, that is since the reception of command data to be transmitted from the reader/writer to the recording medium ends until the return of response data to announce the end of processing based on the command data from the recording medium starts; and a power source disconnecting means for disconnecting a power source necessary for the transmission/reception of data between the recording medium and the reader/writer in an arbitrary timing.
