<p><P>PROBLEM TO BE SOLVED: To provide a membership registration device that enhances security. <P>SOLUTION: The membership registration device permits any user who requests registration, other than a user to be registered as a member of a membership service through membership registration for predetermined membership services, to request membership registration about the user to be registered, when the membership registration is made as each user is identified according to address identification information used for identification of his or her address using a predetermined communication protocol. The device includes an identification information receiving part, a registration determining part, and a response reporting part.
