PROBLEM TO BE SOLVED: To provide a metal foil clad laminated sheet made excellent in tracking resistance while holding soldering heat resistance, copper foil peeling strength and punching processability. SOLUTION: An epoxy resin composition, which contains an epoxy resin (A), dicyandiamide (B) being a curing agent and aluminum hydroxide as essential components and substantially contains no halogen, is held on a glass fiber fabric to obtain a surface layer prepreg. The compounding ratio of the component (C) is set to 20-40% with respect to the mass of (A)+(B). An epoxy resin composition containing a halogen-containing compound as an essentrial component is held on a glass fiber nonwoven fabric or a glass fiber fabric to obtain a core layer prepreg. The core layer prepreg is held between the surface layer prepregs while a copper foil is superposed on the uppermost surface of the prepreg layer and the whole is molded under heating and pressure to manufacture a composite copper clad laminated sheet or a glass fiber fabric base copper clad laminated sheet.
