PROBLEM TO BE SOLVED: To release remaining pressure located at an outlet from a discharge port provided separately from an inlet and the outlet and communicated with outside air. SOLUTION: An outlet side annular valve seat 12 has a through-hole 24 passing from the abutment face of a valve ball 10 to the abutment face of an outlet side member 5, and the outlet side member 5 has the discharge port 25 having one end communicated with the through-hole 24 of the outlet side annular valve seat 12 and the other end communicated with the outside air. The valve ball 10 has a first through-hole 26 for communicating a distribution hole 9 with the inlet 2 in a first shut-off condition and for communicating the distribution hole 9 with the outlet 4 in a second shut-off condition where the valve ball 10 is turned 180°from the first shut-off condition, and a second through-hole 27 for communicating the distribution hole 9 with the through-hole 24 in the second shut-off condition and to be shut off with the inlet side annular valve seat 11 in the first shut-off condition.
