PROBLEM TO BE SOLVED: To provide a service with which scrolling operation of images can be smoothly performed and which can be easily used by a user. SOLUTION: An image providing device is constituted such that the terminal device 3 of a map information providing system generates sectional information within a display range with the position of coordinates as a reference, when the position of the coordinates is designated on a map providing picture, and image data to be put in the sectional information are requested to a server device 2. The server device 2 transfers the image data for the portion of the sectional information string requested by the terminal device 3 to the terminal device 3. In the image providing device, when change of a display region is instructed on a menu screen (scrolling operation) for providing the map of the terminal device 3, the terminal device 3 generates sectional information string in the case of display change and requests the server device 2 to transfer the image data only for the sections except for the section where the image data are already present.
