PROBLEM TO BE SOLVED: To provide a settlement decrease construction of a structure having a simple constitution at a low cost. SOLUTION: The ground 1 is equipped with a surface layer 3 consisting of a sand layer or the like facilitating the occurrence of liquefaction with the occurrence of an earthquake and an intermediate layer 2 consisting of a non-liquefied ground such as viscous soil or the like located directly under the surface layer 3. A ground improvement body 6 is constructed on the vertical coaxial of the structure 4 on the surface layer 3 consisting of a liquefied layer of the ground 1. A shape of the ground improvement body 6 has at least a section in plan view connoting a construction area of the structure 4, at the same time, an earthquake or the like occurs to evenly liquefy the surface layer 3, and even if the uniform bulk strain occurs therewith to sink the whole ground 1 in proportion to the thickness of the surface layer 3, and a settling amount of the structure 4 with the settlement of the ground 1 is molded in such a size as having the thickness capable of being confined within an allowable range in a construction position of the ground improvement body 6.
