PROBLEM TO BE SOLVED: To supply raw materials stably, to easily control the temperature and pressure, the flow rate of the raw material or the like in a reactor, to excellently recover a reaction product and to control the particle size distribution of the fine particles into a narrow range. SOLUTION: A pressurizing means (8) and a heating means (9) are arranged on a water supply route (3). High-temperature high-pressure water is supplied to a mixing part (6) through the water supply route (3). An aqueous solution of metallic salt is supplied to the part (6) through a raw material supplying route (5). A mixed fluid obtained in the part (6) is guided to a reactor (18) so that the metallic salt is reacted with the high-temperature high-pressure water to synthesize metal oxide fine particles. A cooling unit (13) is arranged on the route (5) on the upstream side of the part (6) for cooling the liquid raw material before mixing to a temperature lower than the temperature where the liquid raw material is reacted with the high-temperature high-pressure water and a solid is precipitated.
