PROBLEM TO BE SOLVED: To provide a charging member for a proximity charging system which prevents occurrence of unevenness in electric resistance, bleed-out of a conductive agent, toner adhesion and faulty charging due to those, is excellent in mechanical strength and durability, and ensures low environmental load, and to provide a cartridge with the same and an image forming apparatus with the cartridge. SOLUTION: In the charging member 10 including an electric resistance control layer 2 and a protective layer 3 in order on a conductive support 1, the electric resistance control layer 2 is formed with a thermoplastic resin composition in which a polymer type ionic conductive agent is dispersed, and the protective layer 3 is formed by coating with a water-based coating material. The polymer type ionic conductive agent is preferably a polyether ester amide containing compound. The water-based coating material preferably comprises a resin emulsion of a resin selected from a urethane resin, an acrylic resin, an acrylic silicone resin and a fluororesin.
