PROBLEM TO BE SOLVED: To provide a reactor start monitoring apparatus capable of accurately executing pulse counting processing in realtime by employing a simpler constitution, and to provide a reactor start monitoring method. SOLUTION: The reactor start monitoring apparatus 20 comprises a radiation sensor 21 for measuring a neutron flux in a reactor pressure vessel, an analogue filter means 22 which receives an electric signal including a detector output pulse component from the radiation sensor 21 and restricts the output frequency band to shape the electric signal, a digital conversion means 23 which receives the electric signal in analogue from the analogue filter means 22 and converts the analogue electric signal into a digital signal, a pulse counting means 27 which receives the digital signal of the electric signal from the digital conversion means 23 and counts the number of pulses of the detector output pulse contained in the electric signal and a reactor output monitoring means 26 which receives necessary information from the pulse counting means 27 and monitors the reactor output of the reactor.
