PROBLEM TO BE SOLVED: To provide a power-supply voltage detection circuit capable of detecting both of the gradual and rapid fluctuations of a power-supply voltage, while suppressing the increase in a circuit size, and a semiconductor integrated circuit device provided with the circuit. SOLUTION: The power-supply voltage detection circuit is constructed so that the fluctuations in an external power-supply voltage supplied from the outside and an internal power-supply voltage generated from the external power-supply voltage to non-standard regions preset are detected. The power-supply voltage detection circuit includes a first comparator for detecting that the internal power-supply voltage has become a predetermined voltage or lower, a second comparator for detecting that the internal power-supply voltage has become a voltage higher than the predetermined voltage, a first capacitor AC for coupling between one side of input terminals of the first comparator and the external power-supply voltage, and a second capacitor for AC coupling between one side of input terminals of the second comparator and the external power-supply voltage.
