The device has vanes (1,1'..) for drawing energy from a flowing medium, a vane fixing element (3) for moving the vanes along a cyclical path (R) in a plane in the flow direction (x) and a generator coupling arrangement for transferring the movement and energy to a generator (G). The vanes are arranged essentially transversely to the flow direction in a first sub-section and in a plane inclined to the flow direction so the vanes in this section have first and second movement components in and perpendicular to the flow direction in operation. An independent claim is also included for the following: (a) a method of arranging vanes and a vane fixing element.
