PROBLEM TO BE SOLVED: To improve frequency utilization efficiency without depending on cell arrangement and frequency assignment. SOLUTION: If a cell 11 has an area overlapping on the area of a cell 10, the transmission/reception timings of all radio stations such as a base station 1, a relay station 2 and a mobile station 3 existing in these cells 10, 11 are synchronized. Also, only radio station can perform a transmission operation in each of the synchronized timings.
