PROBLEM TO BE SOLVED: To provide a manufacturing method of civil engineering material using coal ash, in which the melting out of an injurious substance to a natural environment is reduced, at the same time the coal ash becoming industrial waste is used effectively, and a limitation in a quantity of the final disposal of the industrial waste can be aimed at, and to provide an apparatus thereof. SOLUTION: This relates to the manufacturing method of the civil engineering material using the coal ash, in which after a predetermined quantity of water is added to the coal ash to prepare a wet ash, the wet ash, a solidified material, and earth and sand are mixed. Alternatively, this relates to the manufacturing method of the civil engineering material using the coal ash, in which after the coal ash, cement system solidified material, and a predetermined quantity of water are added to prepare a wet ash cement, the wet ash cement, and the earth and sand are mixed.
