PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device in which rotation control of a disk can be performed accurately even if cross talk from an adjacent groove is large when recording and reproducing are performed in an optical disk having a groove wobbled by a constant frequency, especially, an optical disk in which a pre-pit or the like is not formed at a land between grooves, also, a clock for recording synchronizing accurately with the rotation of the disk can be generated. SOLUTION: This device is a recording and reproducing device which performs recording and reproducing of information by irradiating a groove G with a main beam RA, lands LB, LC with two side beams RB, RC, for an optical disk 6 having the groove G and the lands LB, LC. The device is provided with a detecting circuit 100 detecting phase deviation between wobble of the groove G and wobble of the adjacent groove G based on a detected signal obtained by irradiation of the beams RB, RC, a detecting circuit 200 detecting a wobble signal from a detected signal obtained by irradiation of the beam RA, and a clock generating means 300 generating a clock for recording using rise and/or fall of a wobble signal in accordance with phase deviation information detected by the detecting means 100.
