PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of smoothly performing write/read operation of data complying with an instruction from a CPU while using a one-port memory cell and read operation of the data for displaying an image to a display panel. SOLUTION: The semiconductor integrated circuit includes the memory cell, a write/read circuit which is connected to a port through one set of bit lines, a read circuit which includes a sense amplifier of a latch type and a switching circuit and is connected to a port through one set of bit lines, a display system control circuit 25 which latches the data read out of the memory cell by turning on the switching circuit, then activating the sensor amplifier and turns off the switching circuit at the prescribed timing, and a CPU system control circuit 26 which activates the write/read circuit in the period while the switching circuit is off based on the write request or read request from the CPU 10.
