PROBLEM TO BE SOLVED: To provide an inexpensive water leakage detection system easy in construction in a high bridge or the like of a highway or the like. SOLUTION: In an element making one set of two parallel separated linear dielectrics and a sensor resistor connected between the dielectrics and making both terminals of each base end of the dielectric or the other end of a terminal lead wire connected to the base end, the element arranging the dielectric of the element in a trench provided in a part being in contact with a waterproof layer of a structure covered with the waterproof layer and installing to fill a trench inside with a filler having permeability, and a measuring device using a measuring principle using the element as one of four resistors of a Wheatstone bridge circuit and connecting both the terminals of the element to an input terminal are provided.
