PROBLEM TO BE SOLVED: To store information relating to an aspect ratio of a video signal and to also output the information in outputting. SOLUTION: In an apparatus for recording and reproducing video images to and from a removable optical disk, an aspect information detection part 43 extracts aspect information from a video signal. The aspect information is imparted to an encoder part 50. The encoder part 50 sets to a sequence header within MPEG video, RDI pack or STI within VMGI on the basis of the aspect information.
