<p><P>PROBLEM TO BE SOLVED: To provide a surveillance test device and surveillance test method capable of performing a surveillance test to be executed in a plant at a low cost with a further simple structure without deteriorating the measuring precision of time measuring data of equipment of a test object. <P>SOLUTION: The surveillance test device 10 comprises a process data input device part 11, a surveillance test control part 12 and a high-speed communication network 13. The process data input device part 11 comprises a process data input part 14 and a process data transmission part 15.
