PROBLEM TO BE SOLVED: To increase the recycle rate of recovered toner, without making soiling in the form of spots or the like conspicuous.

SOLUTION: The image forming apparatus includes: a recovered toner replenishing means (recovered toner replenishing auger 51) which replenishes recovered toner to a developing unit; fresh toner replenishing means (fresh toner replenishing device 8) which replenishes fresh toner to the developing unit; and a control means (control part 70) which controls the recovered toner replenishing means and the fresh toner replenishing means separately and increases an amount of the replenishment of the recovered toner when a printing rate increases. The printing rate means the proportion of an area to which toner is applied to the area of the entire surface of printing paper.
