PROBLEM TO BE SOLVED: To improve safety of a system by constantly monitoring soundness of data of a TD signal and an ATC signal and detecting abnormality in a device in early stages. SOLUTION: In this digital ATC ground transmitter-receiver 1 transmitting a digital information signal to a track circuit, the transmitter-receiver is provided with two CPUs and a data exchange part exchanging data between the two CPUs, the train detection (TD) signal is transmitted from one CPU 111, feedback information of the transmitted signal is received by the other CPU 121 and transmitted to the one CPU through the data exchange part, and an expected value of transmission information by the one CPU and the feedback information by the other CPU are compared and monitored. In the ATC ground transmitter-receiver 1, the automatic train control (ATC) signal is transmitted from the other CPU, the feedback information of the transmitted signal is received by the one CPU and transmitted to the other CPU through the date exchange part, the expected value of the transmission information by the other CPU and the feedback information by the one CPU are compared and monitored.
