When a speed-guaranteed service is applied to a part of a communication line connecting predetermined routers, a TCP tunnel (TCP connection) is set between the routers, so that a packet destined to the router connected to the communication line is passed through the TCP tunnel and a packet of other application using UDP such as VoIP is forwarded by the normal routing control without passing it through the TCP tunnel.
