PROBLEM TO BE SOLVED: To provide a proton conductor with proton conductivity and durability (oxidation resistance) sufficient to use as a solid polymer fuel cell, to provide a joint body of the catalyst electrode and the proton conductor, and to provide a method of manufacturing a fuel cell and the proton conductor.

SOLUTION: The proton conductor is manufactured so that network structure is formed by mutual penetration of molecular chains of an organic proton conductive polymer and molecular chains of an inorganic proton conductive material obtained by condensation of a phosphoric acid compound, Lewis acid metal alkoxide, and a silicon oxide precursor.
