PROBLEM TO BE SOLVED: To disperse the functions for authenticating an apparatus to reduce the concentration of the apparatus authenticating loads.

SOLUTION: A CE apparatus 9 previously stores a digital certificate and sends it to a service providing server 7. The CE certificate includes a public key corresponding to a private key the CE apparatus 9 holds. The service server 7 checks the truth of the digital certificate and then encrypts a session key with the public key contained therein. The service server 7 sends the encrypted session key to the CE apparatus 9, and the CE apparatus 9 confirms that it is decoded by the private key, thereby authenticating the CE apparatus 9.
