PROBLEM TO BE SOLVED: To provide a printing-plate support improved in printability (water-quantity latitude), scumming and blanket-smudging, and a manufacturing method for the same. SOLUTION: In the manufacturing method for the printing-plate support having a hydrophilic layer on a substrate, firstly, a hydrophilic layer is formed on the substrate and then the layer is partially removed so that the hydrophilic layer has a pitted region having a film-thickness smaller than the average film-thickness at an average pitch of 0.2-50μm.
