PROBLEM TO BE SOLVED: To solve problems wherein natural water discharge feeling before installing a flow rate adjusting device is lost and discharge water scatters into the surroundings because flow becomes turbulent and discharge water becomes unruly and scatters in a conventional flow rate adjusting device. SOLUTION: This flow rate adjusting device 1 is provided in a flow passage for flowing water and is provided with a valve element 21 in which a water passing passage 5 is formed in the direction of flow of flowing water and a column-like protruding part 22 protruding onto the downstream side from the valve element 21. The water passing passage 5 is arranged in a peripheral fringe part of the valve element 21, and the protruding part 22 is arranged on a central side of flow passage cross section more than the water passing passage 5.
