PROBLEM TO BE SOLVED: To provide a foundation construction of a structure having good workability at a low cost. SOLUTION: The ground 2 comprises a bearing layer 3, an intermediate layer 4 laminating an intermediate liquefied layer 4a and an intermediate non-liquefied layer 4b and a surface layer 5. A foundation 6 supporting the structure 1 is constituted of a ground improvement body 7 and a plurality of foundation piles 8, a length of each foundation pile 8 has such a length that the pile end 8a is buried in the intermediate liquefied layer 4a. On the other hand, the ground improvement body 7 is located on the intermediate liquefied layer 4a, the pile end 8a of each of the foundation piles 8 is constructed so that it can be buried in the intermediate liquefied layer, and the foundation 6 of the structure 1 is constituted together with the foundation pile 8. Incidentally, a height of a member of the ground improvement body 7 is so set that the upper surface of the member is located upward from the intermediate liquefied layer 4a and that the lower surface is located downward from the intermediate liquefied layer 4a, and shear strength which is not destroyed by axial force acting from the pile end 8a of the foundation pile 8 at least in the case of earthquake and repetition shear force in the case of earthquake is ensured in the ground improvement body 7.
