PROBLEM TO BE SOLVED: To realize a vehicle mounted system controller for controlling a vehicle mounted system while taking account of the battery state in order to avoid defects due to deterioration of a battery.

SOLUTION: The vehicle mounted system controller for controlling a specified vehicle mounted system comprises a means 3a for judging deterioration of a battery 2 based on a specified criterion by applying the voltage of a battery 2 for driving the vehicle mounted system to a specified electric load 4 connected with the battery 2 before the vehicle mounted system is driven and measuring the operating voltage of the battery 2.
