<P>PROBLEM TO BE SOLVED: To provide a photoelectric conversion element with a long life, low cost, and excellent photoelectric conversion efficiency, without deterioration of a photosensitizer in a semiconductor electrode layer, and to provide a manufacturing method of the same, and a solar cell using the same. <P>SOLUTION: The photoelectric conversion element 1 has a semiconductor electrode layer 3 absorbing light and releasing electron, and an electrolyte layer 4 maintaining a current by redox reaction arranged adjacent to each other between a transparent conductive layer 2 having a light-incident face and an opposing electrode 5.
