PROBLEM TO BE SOLVED: To produce highly clean steel reduced in inclusions by reducing dissolved oxygen in the steel while suppressing the formation of inclusions, thus increasing deoxidizing velocity, and also suppressing the increase in the concentration of oxygen caused by reoxidation. SOLUTION: In the production method, slag on molten steel tapped into a ladle through oxidation refining in a primary refining furnace is reduced with a reducing agent, thereafter, hydrogen is fed to the molten steel to oxidize the molten steel, subsequently, hydrogen is removed by a vacuum degassing apparatus, and continuous casting is performed while suppressing reoxidation from the slag in the ladle.
