PURPOSE: A system for duplexing an inband data communication network in an ATM network is provided to duplex an inband data communication network into a master inband data communication network and a proxy inband data communication network, and to transceive network management data through the proxy network if the master network has a failure, thereby efficiently managing the network. CONSTITUTION: A master EMS(Element Management System)(10) comprises as follows. A network management application layer process(11) transceives a network management data request and a response for ATM equipments(30), and manages a network. A shared memory(13) stores failure states of a master inband data communication network and a proxy inband data communication network. An ATM equipment information DB(15) stores information on the ATM equipments(30). A master monitoring process(14) periodically monitors a state of the master inband data communication network in reference to the information on the ATM equipments(30), periodically receives a state of the proxy inband data communication network, and updates the failure states. A master ATM card(16) sets a PVC table for the master inband data communication network. A network interface(12) transmits the network management data request to either the master inband data communication network or the proxy inband data communication network, receives the response, and transmits the response to the network management application layer process(11).
