<P>PROBLEM TO BE SOLVED: To prevent the repeated issue of a time card, and to reduce any labor on time card issue. <P>SOLUTION: This time recorder is provided with a function for managing the number of issued time cards by referring to the number of registered employees. A card issue managing function counts the number of issued cards at time card issue by referring to the number of registered employees written in an external storage medium or the memory of the time recorder, and displays the end of the card issue for the number of registered employees at a display board, and inhibits the time card issue. Thus, it is possible to prevent repeated card issue even when a time card is inserted after the end of the time card issue, and to prevent the waste of a time card due to the repeated issue of time cards whose card numbers are identical.
