PROBLEM TO BE SOLVED: To provide a means for precisely and conveniently detecting, in a short time in vitro, the inductive effect (neogenesis of new hair) on the anagen in the hair cycle due to the activation of hair buds. SOLUTION: The means is obtained by providing a method for detecting activation effect on human hair cells as the method for indirectly proving the activation effect on human hair bud cells, wherein the method for indirectly proving the activation effect on human hair bud cells is carried out by inoculating hair bud like cells in a culture medium, cultivating the culture medium in the presence of a test substance and specifying the state of the generated colony of the hair bud like cells.
