PROBLEM TO BE SOLVED: To provide a method for producing a special adhesive obtained by improving the conventional adhesive and a method for utilizing the same. SOLUTION: This special adhesive is provided by mixing a synthetic resin agent such as an acrylic, a urethane-based, a vinyl ester-based, an epoxy-based, etc., with at least 1 kind of glass fibers and a thickening agent for entangling, and the special adhesive containing the phosphorescent agent obtained by adding/mixing the phosphorescent agent to the special adhesive is also provided. The normal temperature method for producing the special adhesive is characterized by further pressurizing the adhesive to eliminate bubbles and reducing liquid unevenness, and the normal temperature method for using the same is also provided.
