PURPOSE:To provide the image compression coding device in which waste of local quantization is avoided and the image quality of the entire image is improved in the image compression coding device for a digital luminance signal. CONSTITUTION:In the image compression coding device having a time series converter 3 dividing a received digital luminance signal into plural block signals each comprising picture element data of a prescribed number arranged in a matrix shape in horizontal and vertical directions of each pattern to obtain a blocked digital luminance signal, a high efficiency coder 4 encoding the blocked digital luminance signal from the time series converter 3 to obtain a coded coefficient, a quantization level decision circuit 6 and a quantizer 5 quantizing the coded coefficient from the high efficiency coder 4 based on a quantization level decided by the quantization level decision circuit 6, the quantization level decided by the quantization level decision circuit 6 is corrected depending on a visual characteristic of a reference quantization level with respect to a level of the luminance signal. |
