PURPOSE: A device for generating a phase connected to an image scaler, and a method for generating a phase are provided to generate a phase value of an output pixel value without regard to input image format information and output image format information, thereby reducing time and effort for scaling input image format or output image format which is not preliminarily set. CONSTITUTION: An operator(120) multiplies a reciprocal number of output image format information and number information of a phase calculation subject pixel value to form an output image by input image format information. A phase calculator(140) calculates a phase value which is positional information with an input pixel value forming an input image to the phase calculation subject pixel value based on a result value of the operator.
