PURPOSE: A device for managing hard handoff resources of a mobile communication system using a trunk grouping method and a controlling method therefor are provided to be assigned with TGN(Trunk Group Number) and TMN(Trunk Member Number) resources for handoff, and to perform a trunk grouping process to use for trunk resource managing, thereby tremendously expanding the number of transceiving channels. CONSTITUTION: A serving MSC(5) receives an originating call signal delivered from an originating subscriber terminal(1) through plural base stations(2) and plural BSCs(3), forms a speech path with a receiving terminal(4), and groups TGN and TMN trunks into one group during a handoff to assign resources. The serving MSC(5) requests the handoff by using the grouped resources. A target MSC(8) uses grouped TGN and TMN resource assign request signals without changing the signal, manages the trunk resources, and processes a handoff function through plural base stations(6) and BSCs(7).
