PURPOSE: A deinking agent is characterized by having excellent deink efficiency and whiteness of regenerated pulp, reducing a cost of a bleaching agent, having good stability of air bubble and having excellent removal rate of an inorganic filler and fine ink comprised in white water used on recycling of a deinking process, reducing scale and sticky on equipment, increasing productivity and being environmental friendly. A manufacturing method thereof is provided. CONSTITUTION: A deinking agent is obtained by the steps of: (1) preparing fatty acid(i) and at least one of a nonionic surfactant(ii) selected from copolymer of fatty alcohol and ethylene oxide, block copolymer polymerized the ethylene oxide and the propylene oxide on the fatty alcohol and random copolymer polymerized the ethylene oxide and the propylene oxide on the fatty alcohol; mixing the fatty acid and the nonionic surfactant; heating and agitating a mixture at 90-95deg.C; (2) preparing a compound(a) selected from NaOH, KOH, Na2SiO3 and a mixture thereof and water(b); mixing the compound and the water; maintaining temperature of an alkali solution at 90-95deg.C; agitating the alkali solution; (3) adding the alkali solution to the mixture; heating and agitating the mixture at 90-97deg.C to saponify; and then (4) cooling the saponified mixture at room temperature.
